The most common reasons for restricted account access is the access of multiple accounts, attempted multiple account creations, attempted account access via VPN or Server, and suspended account information. If you have attempted to access or create multiple accounts, login via a VPN or Server then your account access will be restricted, in these cases your access will be restored in time as the system restores trust in your account.
If you have had any of your account information suspended listed then you will be unable to access your account permanently. If you have not attempted to create or access multiple accounts or login over a VPN/Server then likely some of your data is blacklisted.
